The EIS, which is mandated by federal law for certain projects, aims to assess the environmental impact of the effort.

The ambitious plan laid out by the Colville Tribe includes the construction of an extensive 184,200-square-foot casino, a 200-room hotel, an event center, a restaurant, and an auxiliary facility. Located on 165 acres of Colville-owned land on Kartchner Street north of Highway 395 and the King City Truck Station, the project aims to revitalize the area’s economic environment.

At the heart of that effort is the “fee-to-trust” process, which facilitates the establishment of companies on non-booking sites such as casinos, hotels, and restaurants under the 1988 Indian Gaming Regulation Act. The BIA is paving the way for the realization of casinos, overseeing the complex process of entrusting designated lands to federal trusts.

While the prospects for economic revitalization are promising, it has not been without those who oppose the project. Among them, the Yakama Nation’s allied tribes and bands voiced their opposition, citing the territorial dispute rooted in the 1855 treaty. The Yakama tribe claims that Colville’s plan violates ceded territory, especially in the Tri-City area.

In response, the Colville tribe argues that Pascoe has historical significance to several compositional tribes, such as the Palus, and that all territorial issues will be resolved through a rigorous federal review process.
